lesantik [10]

Answer:

Every or all the thirteen states

Explanation:

In the United States, following the War of Independence, the Americans came together to form the Articles of Confederation in 1777 among the thirteen states.

In it, there was no executive branch, no judiciary branch, and each colony has one vote each. To pass a law requires 9 of 13, while to change articles requires all the states to give consent.

Hence, Under the Articles of Confederation, representatives needed ALL THE 13 STATES agreement to change something, and we know that getting everyone to agree is really difficult.

"The legitimate object of government is to do for a community of people whatever they need to have done but cannot do at all, or
attashe74 [19]

The correct answer to this open question is the following.

I agree with Lincoln's view of the proper role of government in that the government should be of service to all the citizens. That is why in a modern democracy such as the one in the United States, it is the citizens the ones who have the right to vote and elect their President and their representatives. Then, these representatives have to create the laws and legislation that protects and benefits the citizens, never to benefit the particular agendas of powerful interest groups.

The citizens have to respect and obey laws and support the government's decisions if the government is doing a good job to promote the economy and the creation of jobs.

None of the options here properly define the Second New Deal, which focused primarily on social welfare programs such as Social Security. However, it did include providing electricity to rural areas, so that's the best answer. This was not it's primary goal.
