When a leader does such things they are trying to make the people proud of their nation. This is what Nationalism is.

Nationalism refers to the promotion of a nation's ideals to ensure that citizens are proud and loyal to their country. Nationalism is not a bad thing but can lead to ultra nationalism when people actively put others down for the interest of their nations.
