The higher classes were the First State (the clergy) and the Second State (nobility) and neither of them paid taxes. Also Louis XIV, Louis XV and Louis XVI were supporting expensive war campaigns and indulging on a lavish lifestyle and deficit spending. Their solution was to raise taxes on the Third State, the farmers, sweepers, teachers, lawyers and lower classes. The influence of philosphers, teachers and writers from this Third State was key in the French Revolution.
