She may be assuming/emphasizing how little effort many schools and education systems put towards emotional and physical care, especially concerning empathy towards the students. The food at Lowood is in very poor condition, and many girls die there from disease. The conditions are terrible. Bronte may be trying to say that the institutions are flawed.
