The explicit meaning of this advertisement is that the cats are <em>literally </em>crowded, or there is a lot of animals there in need of adopting. The viewer can tell so because in the advertisement, it says "We are crowded..." which definitely leaves the impression that the animal shelter is not empty. The implicit meaning of this advertisement is in the picture. In an implicit advertisement, people tend to use visuals rather than words to show the viewer what they are trying to convey in their message or slogan.
