Any diplomat of one country that is another country for meetings with leaders cannot be arrested for any kind of crime. The same also applies to the diplomat's family members as well. For example, a U.S. Ambassador who is in Russia to meet various leader cannot be arrested for any crime he commits while in Russia. This is called diplomatic immunity.
