This passage is informing the public about how many people, and I'm assuming parents, worry about how much sugar that children are intaking. They'd prefer us to choose healtier choices over all the the glucosed and processed drinks.
I think it would be ‘problem and solution’ but i haven’t read the article because it isn’t linked. however ‘problem and solution’ does sound like it would fit best :)
