The Cleveland administration sent James H. Blount to Hawaii in order to do the ministering jobs. Blount came up with a 1300-page report which concluded that a vast majority of the Hawaiians are supportive of Liliuokalani. The president then implicated Stevens, the former minister, of overthrowing Liliuokalani and recommended that she be restored.
