These words should have the first letters capitalized because this is a specific name of a place and this is a proper noun. Proper nouns should take the first letters capitalized no matter what position they are within the sentence.

I believe B is the correct answer.

Sentence 1 uses the word "totally" which isn't really appropriate for this type of writing.
