Democracy is all about the people having a say. So if the people feel like something should be changed or added, they can. One example was slavery. It was legal at the time, but later on it was decided all slaves were to be set free. If we didn't have a democracy and the amendment process, the slave law that was ok in the 1700's couldn't have changed later on.
