The amendment was ratified during the period of  Reconstruction and it also specified that the equal protection of the laws shall not be denied to any citizen based on race or different state's jurisdiction. This was a reminder of Garrison 's position a decade ago. "Garrisonians" may have supported changes in the other three options, but those options did not expressly grant African Americans citizenship.
