Explanation:

The Hutu - dominated government was found to have been responsible for using propaganda to scare the people into wanting to take up arms against the Tutsi, especially after 1990 when the first attack by the Tutsi led Rwandan Patriotic Front (RPF) was repulsed.

The propaganda drove negative things about the Tutsi but it has been found that they centered mainly on three (3) assertions.

1. Tutsi people were Cunning people who worked to deceive the Hutu and take over the country by using their women to manipulate them or by using money to buy them off.

2. That the Tutsi were not ancestrally from Rwanda and therefore did not have a right to settle there.

3. That the Tutsi who were more prosperous than the Hutu on average were only successful off the backs of the Hutu who they continued to rip off.

They spread these assertion the newspapers and radio as well as publishing news that the RPF wanted to massacre all Hutus and induced a lot of the Hutu population into thinking that killing Tutsis was merely self defense.
