Anti-Federalists opposed the ratification of the constitution because they wanted to keep all state's rights, and they wanted to govern themselves with the freedom to print their own currency and pass their own laws, basically treating each state like it's own country. There was no "new constitution" unless you are referring to the constitution itself when it got it's birth from the Articles of Confederation. Hope this helped!
The goods were then to be inspected and taxed. This meant that the English colonies could only receive European goods via England. The 1660 and 1663 Navigation Acts increased the cost, and shipping time, for the colonies.
