Answer and Explanation:

The government solved the new country's internal and external challenges very effectively, since, as soon as the American revolution was completed and the USA was created, the government quickly sought to establish documents and laws that would facilitate the resolution of these challenges. Obviously, it took time and many debates for the solutions to these challenges to be implemented, but we can affirm the effectiveness of the solutions because the government was not idle and quickly started to develop strategies and plans.
