Since, every civillization must have a system of government which will govern people and their behavior, The kings were the ruler of Sumerian city-states, of Which the Sumerians have the belief that this king were chosen by God's. Some of the duties of the

government in Sumerian city-states are;

Among all these duties, the duties that was the most important is "Government led military" in which the king always lead the army in city-state’s. The city-state’s needed armies as a result of constant fighting because of land and use of water, infact the most important job of the king is in leading the army.
