Since opposite sides of rectangle are equal
Therefore
9x=18
X=18/9=2

2y+4=3(y-1)
2y+4=3y-3
4+3=3y-2y
7=y

Therefore x=2 & y=7

$72 - $30 = $42

It increased $42.
