The purpose of this excerpt is to explain the reasons why the Thirteen Colonies were looking for independence. The drafters of the Declaration of Independence wanted the English government, as well as the people, to know the reasons why they were seeking independence.

In this excerpt, the author explains how the English government has not been respectful of their natural rights. He also tells us that the colonists found no other possible course of action except declaring independence.
