The Federalists were in favor of a strong federal government after seeing how a weak federal government resulted in failure in American society. When the Articles of Confederation were in place, America's federal government barely had any powers. This lack of power was shown during Shay's Rebellion, in which the US federal government did not have the power to raise an army to put down a rebellion by Massachusetts citizens.

This is why the Federalists favored a strong federal government with the right to tax and raise an army. The ability to tax would allow the federal government to pay off debts from the Revolutionary War.
