Explanation:

It was a statement signed by United States President Harry Truman, United Kingdom Prime Minister Winston Churchill, and the Chairman of China. It called for the surrender of the Empire of Japan and all its army forces.

It was signed in the Potsdam conference where the countries above outlined the terms of surrender. As an ultimatum, they added that if Japan did not surrender it would face a "prompt and utter destruction".

That warning was then accomplished by the United States when they launch two atomic bombs to the Empire of Japan.
