The Reconstruction Amendments, which are also known as the Civil War Amendments include the 13th, 14th and 15th Amendments to the Constitution which was done to free slaves and integrate them into the society.
Southern states did not support the 14th Amendment but were required by law ratify it so they could continue to have representation in Congress.
The 15th Amendment gave all American citizens the right to vote, bit just "men", so it's false.
