well i dont understand the question completely but to have your court case heard by the U.S. Supreme court four justices must vote to hear the case. hope that helped :]

Appellate jurisdiction means that the Court has authority to review the decisions of any lower courts. Most of the cases the Supreme Court hears are appeals from lower courts.

In 1861, the Civil War erupted between the two sides, and much of the conflict surrounded sectional differences. This depends on your definition of "friendly". Although there was plenty of animosity in the years after the war, Americans and British maintained a fairly cordial relationship because it was in the best interest of both countries to trade with one another. However tensions over land disputes and the British taking American sailors eventually led to the War of 1812.
