A horizontal line's slope is 0.

Y-intercept: (0,-3)

The y-intercept is the pint where the line crosses the y axis

equation: y=-3

I wrote it in the y=mx+b format.

m is slope, b is the y-intercept

the is equation y=0x-3, but since 0x=0, I didn't need to write it.

Another way to look at it is that no matter what x is, y is always -3
