The correct answer is to set a productive tone for the process of constitutional reform. As we can see he is against prosecution and and taking sides. He doesn't want the the parties involved just point fingers at each other looking who is more right or who is more wrong. He is advocating a clear head approach and the to turn people to their cause not by fire and sword and prosecution but by winning their hearts and minds through dialogue.
