I. The Comparative Economics of Private and Public Government Ownership

A government is a territorial monopolist of compulsion — an agency which may engage in continual, institutionalized property rights violations and the exploitation — in the form of expropriation, taxation and regulation — of private property owners. Assuming no more than self-interest on the part of government agents, all governments must be expected to make use of this monopoly and thus exhibit a tendency toward increased exploitation.1

However, not every form of government can be expected to be equally successful in this endeavor or to go about it in the same way. Rather, in light of elementary economic theory, the conduct of government and the effects of government policy on civil society can be expected to be systematically different, depending on whether the government apparatus is owned privately or publicly.2

The defining characteristic of private government ownership is that the expropriated resources and the monopoly privilege of future expropriation are individually owned. The appropriated resources are added to the ruler's private estate and treated as if they were a part of it, and the monopoly privilege of future expropriation is attached as a title to this estate and leads to an instant increase in its present value ("capitalization" of monopoly profit).

Most importantly, as private owner of the government estate, the ruler is entitled to pass his possessions onto his personal heir; he may sell, rent, or give away part or all of his privileged estate and privately pocket the receipts from the sale or rental; and he may personally employ or dismiss every administrator and employee of his estate.

In contrast, in a publicly owned government the control over the government apparatus lies in the hands of a trustee, or caretaker. The caretaker may use the apparatus to his personal advantage, but he does not own it. He cannot sell government resources and privately pocket the receipts, nor can he pass government possessions onto his personal heir. He owns the current use of government resources, but not their capital value.

Moreover, while entrance into the position of a private owner of government is restricted by the owner's personal discretion, entrance into the position of a caretaker-ruler is open. Anyone, in principle, can become the government's caretaker.

Penelope Cruz is a Spanish actress. In order to define one's origin we must use the corresponding adjective: <em>español. </em>But we should choose the right form of the adjective and that is why we look for the gender of the person. Penelope is a woman so we choose the feminine adjective: <em>española. </em>

2. Alfonso Cuarón is a famous film director; he is Mexican.

The Spanish adjective for Mexican is <em>mexicano</em>. Alfonso is a man so we use the masculine form. The feminine form ends in -A so this gives <em>mexicana. </em>We can also express somebody's origin by saying they <em>are from</em> some country: Alfonso Cuarón <em>es de </em>Mexico.

3. Ellen Page and Avril Lavigne are Canadian.

There are some adjectives in Spanish that have the same form for both gender. That facilitates the choice here because <em>canadiense </em>is used in Spanish for both genders. But here we have two persons which implies we have to use the plural form: <em>canadienses.</em>

4. Giorgio Armani is an Italian fashion designer.

Italian gives <em>italiano </em>in Spanish. Giorgio Armani is a man and that is why we keep the masculine form in -O. The feminine form of the adjective would be <em>italiana. </em>If there are more than one men, we say <em>italianos, </em>and the feminine plural form is <em>italianas.</em>

5. Daisy Fuentes is from La Habana; she is Cuban.

Here's an example of another way to tell origin: the verb <em>ser + de + country or town. </em>If we know she comes from La Habana we should look for an adjective that means Cuban in Spanish: <em>cubano.</em><em> </em>But we need the feminine form here, and that means we opt for <em>cubana</em><em>.</em>

6. Emma Watson and Daniel Radcliffe are English.

In Spanish, <em>inglés </em>means English. But we need its plural form <em>ingleses</em> because there are two persons. Don't forget to lose the accent because there is one more syllable now. We also use the masculine form whenever there are both genders. The feminine form would be <em>inglesa.</em>

7. Heidi Klum and Michael Fassbender are German.

<em>Alemán </em>is Spanish for German. Here it should be in its plural form: <em>alemanes</em>. The adjective again loses the accent because it receives an extra syllable at the end. The feminine form would be <em>alemana. </em>Don't forget that in Spanish we do not write these adjectives in capital letters!

8. Serena Williams and Michael Phelps are American.

The United States in Spanish give <em>Los Estados Unidos. </em>The adjective we use in Spanish also derives from it: <em>estadounidense. </em>It is one of those adjectives that have on form in singular, and here we must use the plural form because there are two subjects in the sentence: <em>estadounidenses</em>
