Sorry for replying late, but here it goes...

The government can restrict certain information from the public as it could possibly lead to conflicts with society, other countries/nations along with the possibility of changing the viewpoint of themselves with society. Further leading the possible act of riots or rebellions if certain information was leaked. People can't always get to see what the government does, people that work there are specialized in what they do and have to do their job right. If everyday citizens want to know what's going on with the government and what they aren't providing, they need to work there, and even on their journey to acquire a job there the government and the training will change their viewpoints on why they cannot share information to the public.
