Answer: According to Madison, government is necessary because: "a world without government would be nothing less than a war of all against all." "if men were angels, no governments would be necessary." ... In a direct democracy, the people are the government and all decisions are made by the people directly.“The diversity in the faculties of men, from which the rights of property originate, is not less an insuperable obstacle to a uniformity of interests. The protection of these faculties is the first object of government.” And that leads to “the division of society into different interests and parties.”
