Answer:

The foreign policy was to not did involved in wars with other countries. However, the idea of manifest destiny was to being able to settle from coast to coast in America. California needed to be owned by America to fulfill this destiny. However, Mexico owned California and didn't want to sell it. So in order to achieve the manifest destiny, America had to break their foreign policy and declare war on Mexico in order to win California.
