WW2 caused many famines do go through not only the US but other countries. Especially Third-World Countries. The tax rates went way higher and some foods weren't available to people. Citizens held petitions and protests but that didn't stop the war that was really coming. Many people died on the battlefield as well as in the homes due to starvation and murder.
On April 3, 1948, President Truman signed the Economic Recovery Act of 1948. It became known as the Marshall Plan, named for Secretary of State George Marshall, who in 1947 proposed that the United States provide economic assistance to restore the economic infrastructure of postwar Europe.
Needs and emotions. Hitler rose to power because the Germans were very poor and in need of a saviour. Hitler managed to come in right place right time and promise jobs to the jobless, money to the struggling and prosperity for Germany as a whole. He captivated people with his incredible tactics of delivering speeches and won them over by appealing to their emotions.
