Answer:

The judge feels there is no reasonable case against the defendant.

Explanation:

When a case is requested to enter a high level court, the judge will have the ability to review it first before deciding that each parties has a solid ground to proof claims.

If the judge believe that each parties have a shot to win the case, then the judge will take it and let both the accuser and the defendants present the case to the court.  

If the judge believe that any of the parties do not have a reasonable ground to win their claims (usually because  one party has overwhelming evidence that discredit the other), taking the case will be a waste of time. The court better of reviewing other cases instead.
