He believed in civil rights laws but couldn't do much about them due to the congress. He did manage to get Thurgood Marshall to federal court and later during Johnson he became a Supreme Court justice. He supported Meredith's integration which is why he signed in an executive order to forbid segregation in schools. He also signed an executive order that forced government contractors to take affirmative action and help african-americans.
