The Mongol Empire was very large, stretching at its peak from the Manchuria in the east to Hungary in the west. The Mongol army was indeed the most powerful in its time, and everyone was afraid of them and tried to avoid conflict, but still the Mongols did not had enough population to be able to control personally all oft he territory that they have conquered. China (including Western Xia too) was the first territory that the Mongols took over. Because the Mongols had so much problems with the Chinese for such a long time, they were brutal towards them. The Mongols took over the government and were running everything in the country. They had their capital in China as well. Made the Uighur alphabet the official one. The Chinese became second class citizens in their own country. In Russia it was different. The Mongols managed to conquer the region, but they didn't had enough personnel to govern it. That is why they made agreements with local Russian princes, who were allowed to rule Russia, but they had to obey to the Mongols and pay tribute to them.
