James Monroe like George Washington fought in the Revolutionary War, he was ordered to France after the war by George Washington to convene with the french this is what brought forth the Monroe Doctrine. James Monroe was the 5th president of the United States from 1817 to 1825 the doctrine he issued was to warn Europe against any further colonization in the Western Hemisphere.
