The actual Enumeration shall be made within three Years after the first Meeting of the Congress of the United States, and within every subsequent Term of ten Years, in such Manner as they shall by Law direct. G oogle Ha ngouts and Dis cord are both very good for studying. They both have voice chats and messaging. Dis cord has a search feature and bots though, so I'd recommend that.
