In this Phoebe is telling Silvius  that she does not want to be the one official killer nor she wants to hurt him. So she is avoiding him,as he has already informed her of her killings with her eyes which she finds very nostalgic.She further says that her eyes are so weak that they shut even with the minutest particle of dust. Such weak, soft , tender eyes shouldn't be called tyrants, butchers or murderers! He should faint and drop down on the floor as she is staring in anger with all her strength. And if her eyes can hurt let her see the wounds and cuts and allow them to kill , why fall out or run away.
