It was a treaty between the United States and the United Kingdom. One of the essential points of the treaty was not to obtain or maintain exclusive control of the canal. However, there were disagreements because of the United Kingdom's control of territories surrounding the Nicaragua Canal. The United States wants the canal to be open to all nations equally thus, giving birth to Hay-Pauncefote Treaty that nullified the first treaty. It was signed by US Secretary of State (to answer the question) John Hay and British Ambassador to the United States Lord Pauncefote on the 18th of November 1901.
