C, During the US’s new rule Alexander Hamilton (Secretary of Treasury rey) wanted to make a national bank and raise the tariffs due to needing to pay off war debt that built up in the American Revolution. To where Thomas Jefferson( Secretary of State) had different plan and wanted to not raise the tariffs/ taxes on whiskey due to him being from the south and that would push farmers to the edge. This initially started out as just a vote with congress till they realized that there was two sides of the congress floor that had certain ideals creating Democracy and Federalism.
