The places where agriculture first appeared not produce the first civilizations because the people at that time living in small tribes and groups and get their food by hunting animals but when they found the fertile lands, they started agriculture. Mesopotamia is considered as the first civilization on earth that was located in the regions of Turkey, Iraq and southwestern Iran. In these regions, agriculture started due to availability of fertile lands and water.
The owners of the land and property there must give the government permission before they can build anything there. If the government builds there anyway it is a violation of the owner's rights. This would mean they could sue them. <span />
