One of Many conflicts arised when drafting the Constitution was whether or not slaves should be counted in the state's census to allot House representatives. The Three-Fifths Compromise established that slaveholding states could count free African Americans and 60 percent of their enslaved population. That 60 percent was also counted for federal taxation, but no such taxes were ever collected.
