Those states that didn't have or only have small number of slaves. Therefore, mostly states located in the northern part.

Explanation:

According to this compromise, those countries that had many slaves could count only 3/5 on them on census and therefore according to that states were able to sent their representatives in governing bodies.

Those states who had no slaves opposed the idea that slave states can be represented according to the total population, that also included slaves.
