We want to get all the constants on the right hand side of the equation. So , Add 8 on both sides of the equation.

⤏ \tt{3x + 8  + 8= 2x  - 8 + 8}

⤏ \tt{3x + 16 = 2x}

Move 2x to left hand side and change it's sign. Similarly , Move 16 to right hand side and change it's sign :

Since , 3x and 2x are like terms , they can be added or subtracted. Subtract 2x from 3x :
