Madison defined pure democracy as incapable of controlling the acts of Faction on the Government because it's a society consisting of a small number of citizens who assemble and administer government in person. A communication and concert result from the form of government itself, and there is nothing to check the inducements to sacrifice the weaker party or an obnoxious individual, etc. Pure democracy could be the best type of government in people's vote on everything from fixing a road in California, to oil drills in Alaska.
