The poem is to a love.

I’m actually a bit on the line about this one, but I’d say the speaker is saying it’s okay to mourn.

In the third stanza, the speaker is talking to his love, telling them they’ll “count their tears.” The speaker is talking about being there for them, reassuring them and letting them know it’s alright to cry. “And each one shall be a bliss, For thee in after years.” This is basically the speakers way of saying it’s going to get better, and these tears will soon turn into happiness.
