The article in Spanish that I read is titled "La SEP retomará enfoque en educaión física." (The Mexican Education Department will review its approach on sports). It appeared on the online site called "Observatorio," in November 2019.

The author writes about the way the Education Department of Mexico is going to evaluate the way sports are practice from elementary school to college level. This of course, in public schools only.

It is true that certain school officials in Mexico believe that sports should be a mandatory part of school life. They see sports as an important aid in combating physical and mental health issues. And this approach is shared by the author in his article.

He continues to say that up until today, not all schools nationwide have assumed that role of prioritizing the sports activity as part of the formative lessons learned in the school environment. That is why on the federal level. the Department is analyzing the kind of changes it needs to implement to stress the importance of sports in public education.
