They did this in part because they had just come out of the Great Depression and their economy was just starting to take off again and they feared entering the war would bring them back into economic crisis.
In a confederate system, the states have most of the power. The central government has very little. When the US had a confederate form of government, the central government could not tax the states or even raise a military, because they could not get people to enlist.
