However, it became a problem for the postal service, as they started to see a default problem for them: the senders either did not have to pay for postage, or the rate was very low, and then, receipients would not pay for the postage that was charged to them  for receiving the media. This changed in 1874, when Congress passed legislation for publishers to prepay postage, but at a really low rate. This is why the answer is true.
