Based on my knowledge of World war its C. Basically Germany sent a message to Mexico saying to help them and they will help get Mexico's former land back to Mexico. (California, New Mexico, Texas, those states). It was deciphered thought but Britain found out the code it showed the U.S, which then joined the war
