The problem that the company was having was the unavoidable relocation of its transmission site resulting in network disruptions in several areas. The people factor in this problem is that the initial planners of the transmission site did not anticipate the relocation. The organization factor is taking the decision to relocate the transmission site and not pursue other solutions. The technology factor is the limitation of the transmission site.
