I'm pretty sure that the Clause approves/helps the President's decision in appointing federal judges of the Supreme Court in the Judicial Branch of the United States government, but I could be wrong on this.
I believe the answer is: normative statement
Normative statement is often used as if the speaker is living in ideal world. This statement is usually used to encourage someone who is feeling down. For example, when you try to cheer out your friend that dumped by his girlfriend, you would say normative statement such as <em>'someone as kind as you would eventually meet the girl that deserve you'</em>
I personally think that this question can be answered in various different ways depending on your perspective but that's besides the point.
My interpretation on why conflict is the main cause of social violence is because of the division that is formed when two, three, four, etc.etc. groups are separated with <em>conflicting </em>or contrasting pinions and views.
However, despite that overly simple response^, there are many other ways social violence is initiated which is an important deet to keep in mind :)
