Joseph wanted the country to develop more indstrially as a world power because at the time their industry was weak compared to their military strength. During this time he also removed many of those in power because he feared they would try and over throw him. At the end he did a great job of advancing the Soviet union into an industrial powerhouse.

One reason that more people didn’t foresee the economic collapse of the 1930s is that it came about so suddenly, with practically no warning, since the US economy throughout the 20s was thriving and "booming"--leading people to think that there were no issues whatsoever.
