I think it’s Participial phrase

because participial phrases have past tense or present words, and in this question it has the word “had” and “hoped” and those are both past tense.

As that was said, someone may have gotten suspended for someone else's doing's and could lose everything, Might go as far as ending up with an orphanage if you really think about it..
